Logical approach.
But if only the hosting is a problem (cost of domainname and hosting itself), why not take a free host? I have had forums on free host for years but had to quit because of bandwidth and storage restrictions, but these days the allowance is usually more than sufficient for relatively small site and forum.
I need pretty effective database management tools to remount what is actually a very large database. Even then, I would have to manually break up the SQL file into small bits to do it (without access to my own web server). In any event, I don't personally get what's so important about the old forum after such a long period of time, aside from some old MOTWs.
