You mean setting the framerate? What did you set it to, 150 or so?

As the OP says, 100 seems to be the best choice. Much more seems to let speed issues happen, and much less overly throttles the framerate.

After setting the frame limit to 100, the problem still persists. However, I read that the AMD dual core optimizer can help intel processors as well, going to try this and see if it helps. Also, I found a link that may be helpful if the AMD optimizer doesn't work.

So my super-fast dynamic lighting bug seems to happen for light actors with Non_Incidence, Flickering, Pulse effects. This includes the Mercenary shields too: so fast that the light effect looks like steady.

DualCore apparently takes more time to precache maps that make heavy use of S3TC textures... like SkyTown and Zephon's Map 6.

Did anyone suggest going into Task Manager, Processes, right clicking on UnrealTournament.exe, clicking Set Affinity, and then select it to use only 1 core?

Works for just about any with speed problems, and it fixed my UT99 when I had this problem.

Probably not...there's not much UT99 can do these days to lag your computer in the first place...and if it does, it's usually a limitation of the engine itself, not your comp.

For some reason ever since I got an Intel i7 920, win 7, 64 bit, running UT in openGL, everything worked, as it normaly should.

And I was soooo paranoid i would have to fight, moan and groan not having it run at all.

Installed an Nvidia GTS-450 (64 bit win 7, i7 920 6gig ram)

WITHOUT using vsynch, I get fluxuation from 1300 to "2100" fps in UT, all I did was enable vsynch to make it run correctly with the newer vid card.
Without vsynch, the game ran much too fast, lol..,.........................

Vsynch limits framerate to the monitor refresh speed, so it has that effect if too much FPS causes problems.

Medor, your UT install has some crazy settings :P (Like FireTextures are frozen, Weapon is hidden to the player, and strange keybinds, including when I pressed "C" it made me say "Oh hi mummy" O.o)
