Subject: Cfg files in Unreal 227

In Unreal Tournament I can summon all weapons and equipment for the game and mods by just making a cfg file in system and putting "exec [configname].cfg" into the console, but this command doesn't seem to work for me in 227; I copied over the cfg file I use in UT to 227's system folder and changed the commands to their Unreal 1 equivalents but nothing happens when I type the same thing in console. Does anyone know what I need to do differently?

Is there any difference between using cfg files and txt files, aside from the file type? Trying to use a cfg in 227 didn't work for me, but a txt did.

execution of any other files types other than .txt is prohibited for security concerns in 227.
