User/config derived speed modification

I have big trouble figuring out what's the exact place in player input script, where player speed retrieves those +/- values from Engine.Input (most notorious case is Walk key pressed which seems to trigger some really well hidden slowdown and fallsafe script for our player). My aim is to disable that influence completely and calculate speed myself entirely (stealth mode/regular mode/sprint mode). Any coder around here to give me helping hand here? Thanks!
