Let me put it this way:
If you open a shop in a building with no windows and only one solid wooden door, which is kept locked, and put a sign up outside saying "we offer great deals on quality goods, but will only show our stuff to people who telephone in advance and make an appointment", then sure, you're bound to attract the curiosity of a few people... however, a huge number of people will be put off by the hassle of arranging an appointment to visit the shop. If, on the other hand, you have a big shop window with your quality goods and great prices on display to everyone and a door that is kept open, far more people are likely to see why they should come along and do their shopping at YOUR shop.
In short: don't put yourself out of business by making it too damn difficult for people to see why they should want to get involved. Don't assume that people will want to work on your mod without you making the effort to demonstrate that it's worth their time.
