^ It is balanced in the same way the Redeemer is balanced. The Oversurrector is a super weapon, which means that it only replaces the Redeemer (and even so not always given that NW3 cycles the Redeemer replacement through several different super weapons), which by extent means that it can only be used once in a while.
Furthermore, as shown in the videos, the Oversurrector takes a while to fire, and this time is more than enough to get yourself killed before you have the chance to launch it, similar to how you can destroy a Redeemer before it blows off.
Every super weapon in NW3 has some weakness or some way to avoid it to an extent, be it by loading times (UltimaProtos, Oversurrector), be it by killing it (Cybot Launcher, Ionizer, nuclear missiles), be it by disarming it (Megaton) or be it by stay out of the way during the time they take to load or reach you, to avoid getting killed by it.
And even more: they are all configurable, so they can be the most overpowered things in the world, or they can be the most harmless if you so wish through the settings (more harmless than a biorifle). All oversurrections can be individually disabled as well, in case the person hosting it or playing it standalone doesn't like one of them or for any other reason.
The "normal weapons" in the pack in the other hand, are all balanced, and also have settings to be more or less powerful, that by itself makes the overall pack perhaps the most balanced mod in the world if I dare to say, because it's up to you to accept it as it is, or tweak it to your balancing standards.
@"Nali" weapons: They are called "Nali" weapons because the original idea was indeed them having been created by Nali. They have a story behind them, and how and why Nali created or used them, but I never had the chance to develop the SP campaign to explain so (yes, the pack wasn't originally intended as a standalone weapon mod). I explain it in the documentation though (in each weapon description and the overall story of it, although the overall story is a very short resume of what was planned since even so I don't want to spoil it much in case I eventually end up doing it for some reason).
Of course, the most hardcore fans wouldn't accept the story behind it and that Nali created them and stuff, but I can't do nothing about it.
The Megaton isn't a "nali weapon" in the story though, it's human, but it's included in the pack anyway.
