In my experience the snap map levels are a mixture of Doom 4 style combat levels, redux levels of varying degrees of quality, and the creative stuff where people use assets to make unique experiences. I've made two that were published, one Doom4 style for COOP and the other one I mentioned. I would suggest checking ratings over featured.
What I really want to know is if snap maps are shared between platforms.

Yes. Basically Bethesda wanted custom content to be consistent along all platforms, which is why Doom 4 modding/snapmap ended up being very restrictive (I recall something like not being able to have 12 active demons in a single room and other level layout restrictions - do you even make your own geometry or you are forced to use only prefabs?).
